Liberland is seeking a highly experienced and results-driven organisation to provide PR and political representation services in Zagreb, Croatia.

This long-term strategic partnership will centre on actively representing Liberland’s interests before a range of organisations within the Croatian government.

This includes, but is not limited to, the Parliament, various ministries, executive bodies, and diverse interest groups, including political parties and other key stakeholders.

We are looking for a partner with a proven track record in lobbying and executing tasks, not merely providing policy advice or analysis.

The selected organisation must specialise in direct action — performing tasks, lobbying government officials, and executing strategies that yield measurable results. The emphasis is on achieving tangible outcomes through direct engagement and action.

We have a budget of 50,000 EUR for the first half of 2025.

Scope of Work:

The chosen organization will be responsible for:

• Representing Liberland before Croatian government institutions and key stakeholders to advance Liberland’s objectives.
• Acting on behalf of Liberland with no or little involvement in policy-making or advisory roles, focusing solely on execution and obtaining necessary outcomes.
• Representing Liberland in political and public affairs within Croatia, ensuring effective engagement with all relevant governmental bodies.

Required Qualifications:

We are seeking an organization that meets the following stringent criteria:

1. A minimum of 10 years of experience in PR, political consultancy, or lobbying, with a proven record of successful lobbying efforts in Croatia.
2. A team comprised of individuals who have previously held positions within the Croatian government or worked closely with Croatian governmental institutions.
3. Demonstrable success in securing government support or favourable outcomes for international clients or foreign entities.
4. Registered and legally compliant to operate in Croatia, with all necessary local certifications.
5. Established relationships with key government officials, institutions, and political figures in Croatia.
6. Experience dealing with security services, including but not limited to the SOA and VSOA, is an advantage.

Execution-focused: Your organization must be fully dedicated to performing tasks and achieving specific results, not providing advice or analysis.

Deep understanding of Croatian political structures and the ability to navigate the complexities of the Croatian governmental system.

Proactive approach: We expect your team to take the initiative and drive the project forward without requiring continuous oversight.

5. A proposed fee structure and any conditions or terms you require for your involvement.
